Instructions
- Preheat your oven to 375°F (190°C).
- Remove the core from the cabbage and carefully remove the leaves.
- In a large mixing bowl, combine the olive oil, salt, black pepper, garlic powder, and onion powder.
- Brush the mixture generously onto each cabbage leaf.
- Arrange the leaves in a baking dish and pour the vegetable broth over them.
- Cover the dish with aluminum foil and bake for 45 minutes.
- Remove the foil and bake for an additional 15 minutes until the leaves are tender.
- Serve warm as a side dish or over rice for a complete meal.
